House Bill No. 1038 is attempting to ensure that all offenders of a Class B Misdemeanor and above, except juveniles, be required to submit a DNA sample to the state. This will make the current state DNA database more comprehensive, and help identify the perpetrators of crimes unsolved and those yet to be committed. It has not yet been passed, but if enacted will take effect by September 1st of 2013.
