Texas 83rd Session Lobbyist Update: HB 33
House Bill No. 33 was first filed on June fourth of 2013 and has yet to see any motion in the House or Senate. The bill was authored by Representative Lois Kolkhorst. The bill is aiming to amend the current state Penal Code and Code of Criminal Procedure. House Bill Number 33 discerns that those convicted of a capital felony while under the age of 18 will receive life in prison. If they were over the age of 18 at the time of the offense, then they will receive life in prison without parole. This is only if the death penalty is ruled out. This bill would not affect convictions that occurred before the enactment date. It would affect convictions on or after the enactment date.
