House Bill No. 19 is a continuation of what has proven to be a very controversial topic in the state of Texas. Should Texas college campuses allow their students to have concealed carry weapons on campus? This bill follows in the wake of House Bill No. 972 passing, which grants students with a license to carry on campus. House Bill 19 further defines this new allowance, allows for opt-outs, and elaborates upon restrictions. The bill is authored by Representatives Fletcher, Bell, Flynn, Lavender, and Creighton. The same Representatives who passed H.B. 972. H.B. 19 was first filed on May 31st of 2013, after H.B. 972 passed on May 6th. The bill also addresses carrying in other college related areas, such as dorm rooms, classrooms, and sports arenas.
